Looking back on the different solutions, there's a lot of Parse Tool use.  I ended up going with the Formula Tool and identifying the "buckets" one by one.  This is, of course, not as scalable, so I think I would go the Parse route for real-world use as it scales better... 

 

<also swapped out the input file and copied into a text tool to avoid re-packaging>

 

After the "parsing" my solution re-aligns with majority of the solutions.  Here's my solution:
