I did it, however the results are suspicious, probably there was a mistake in my formulas.

My results are a little bit different as I thought we had to skip countries when they had 3 or more consecutive drops in percentage instead of 3 drops regardless of whether they were following eachother. Workflow is more or less the same though.

I had to do some re-work a few times in regards to dropping those countries that had a decrease over the year span greater than 2 times, but found the top 3 (12 total) countries for the largest percent change per income group. Rwanda (Low Income) had the greatest change overall at 44.2 and United Arab Emirates (High Income) had the smallest change for this list at 22.5 change.

Phew! Filters, summarizes, joins and more - oh my! Lots of data manipulation with this one. In reviewing solution, I've never used the multi-field formula. This would have been useful in this challenge. Also, isempty vs isnull - hmmm.
