This is my answer.

Its very straightforward. Here is how I approach it:

1. First I use the generate row tool and in that I use the left and ToNumber formula on Range column.

2. Then I use the join tool to join both the table.

3. Then I use summarize tool as needed by the question.

5, Finally Browse tool to show the answer.
