My solution. I hadn't used the Generate Rows tool before, so I did it manually. I knew there was going to be a better (and more scalable) way to solve it. Fun challenge!

Hi, just tried formula tool to hardcode Area Cod and range, but eventually felt this is the best way to do.

This question is more of sorting the data into row ,or the tranformation of data rather than join. I'm not sure wether my solution is good or not but I'm happy its working
