If any help to someone else, the directions were a little unclear to me regarding the discount.  

The discount is described as, "discount is per unit".

I took this to mean the quantity multiplied by the discount equaled the total discount for that line.

The solution, however, shows this discount is intended to be a percentage discount which changes how you need to account for the discount.

I'm including my original answer before discovering the discount is a percentage  discount.
