My solution(s).

I found I got different solutions when I sorted the weekly transactions in descending order and sampled the first 5 vs. when I sorted the weekly transactions in ascending order and sampled the last 5. This indicated to me that multiple employees shared the 5th highest average number of expense reports. Thus, I figured out what that 5th highest average number of expense reports was and showed all employees (10 in total) with that average number of reports or higher.
