License to use PDF input tool?

Hi! I am trying to use the PDF import tool and I am getting this error message. I went through IT and they cannot seem to figure out why or what License I need to acquire in order to use it. Can anyone help? 

( Also for context, I am trying to create an automation that is able to read invoice PDF's and convert to xls )

Update- is PDF input now called " Image input"? And do I have to download it as a tool instead of acquiring I different license?

The Image Input tool is a part of the Intelligence Suite which is a different license from the Designer license. You can purchase the license to get the tool which comes with other amazing tools.
