Webroot Optimization on server making gallery unavailable

I searched and didn't find anything on this. As we push more WFs into gallery, I've been noticing that Server has been running the webroot optimizer quite a bit. Almost what feels like an infinite loop. Any idea what might be causing this to occur? We are running on the latest version of Server.
