Disable worker assignment for bulk users

We have a use case where we are trying to dedicate 2 worker nodes for just 1 business unit.

The challenge here however is to restrict the rest of business users who do not belong to a subscription use the dedicated worker node.

 

Is there a way where we can disable worker assignment option for bulk users apart from on the 'Subscription' level?

Have just one subscription restricted to the dedicated worker node and rest of the population gets 'unassigned' for job execution.
