I have a workflow , which runs every hour on scheduler.
Is there a way that workflow can open the excel file , copy the data and distribute that result out via Gmail.
Yes! What you would have to do is have this have the excel file as an input, and then input this data into the https://help.alteryx.com/current/designer/email-tool
This will take 5 minutes to set up the email tool, but you can see how to do so via gmail here:

I have ran this on my side with the following config:
And it seems to have worked fine. I did get an access denied error, but then i have to make an app password in Gmail:

And i may have send a few tew many emails to myself:
My only guess on your side is either the gmail/gsuite account needs to be set up differently, or firewall on your side is stopping it. As most errors would make sense, but not connecting to server usually is a wrong SMTP input but yours was fine.
