summarize rows based on ID range

Please refer to attached example file, for each date, I'd like to summarize rows based on ID:

1-30

31-40

>=41

can someone please tell me what tools I should use to accomplish this?

hey @yuanlu 

I believe i have created what you need by using a formula tool to create the groups, and summarize tool to group by.
