create groups by column until value is found

Hi, i have table id and row, and i want to group with the above desired columns. Basically want to group until it finds the next 0. Tried with the tile tool and multi row but got nowhere.

Someone may be able to do this in one tool, but I used two Multi-Row Formulas.  One to create a Group Record and another for a Group Id.
