This is even if the table has many records. In another part of the report, this works just fine. Help.
The purpose of the visual layout tool is to create one record which is the actual layout that is being created. You can use the traditional layout tool if grouping is needed for multiple layouts. In either case, you then follow either one of these tools with a Render tool to create the actual output.

So I can't use the Visual Layout tool for multiple records using a single layout either, right?
You can use the visual layout tool to take multiple reporting elements as inputs and arrange them on a page. You can find more information on the visual layout tool here: https://help.alteryx.com/20213/designer/visual-layout-tool
Note where it says “The Visual Layout tool supports non-grouped elements only. To arrange grouped elements, see Layout Tool.”
You can find more information on the traditional layout tool as well in the link above. I would also suggest right clicking on the tools up in the toolbar and clicking the “open example” button for some examples of how these tools can be configured.
