Variance Analysis for Data

I have two years of data for product sale across tons of products in various cities (attached sample input 1 and input 2). I want to create a table which shows both year and product going across and showing year over year variance for each city (see ideal output). I am able to compute variance but double header on top is throwing me off. I need to export output in excel to feed into another system.

Any help is greatly appreciated.
