V String Analysis

I need a way to make my workflow analyze the 4th character of the serial number and if it is a V update my Dept to '542 - IVT', if it is a D update department to '542 - PST', and if the fourth character isn't a V or D leave dept as whatever it was. Sample data below. If I can provide any more details please feel free to ask.
