Underline text using rules

I have two columns:

Can I use an If formula or any other tool to underline the text base on the byte value of another column? thanks ahead for your advice!

@Davemg1982 Alteryx doesn't provide the underline option. One way of doing this with updating the CSS script behind the Table tool
