Transforming Data - Headers to Rows & Rows to Headers

Good morning, 

I was asked to build the charts on the right (image below) from the data on the left. Essentially converting values for the PERIOD field into columns and then grouping/pivoting(?) off of each of the other fields. Is this possible? Assuming i have to transpose but I haven't gotten close yet.  Any insight would be greatly appreciated. Thanks
