Summing the data of a column based on unique combination of 2 other columns in same file

Hi Folks, 

I am struggling to get the below scenario sorted: 

If combination of ID and Department are unique, then I would like to sum the quantity for those rows. 

My input and my expected output looks like below, 

Any help would be really appreciated. I have already tried to use Summarize and Unique tool, Can anyone advise if other tool (Filter) can be used? I have used group by on ID and Department in Summarize tool and Sum on Quantity however its summing up the Quantity on different Department which I do not want.
