Removing first instance based on condition

I have two columns - Filer EIN and Member EIN. If Filer EIN and Member EIN are equal, I want to remove the first record where they are equal. In the example below, I'd be left with records 2,3, and 4. I tried using the multi-row formula tool, but always get tripped up with this. Thanks!
