Reading CSV format

I would like to ask how can we read the csv format for the file below. I currently using macro to read all the file.

Appreciate if you could show me how to read the csv file format below by sharing the workflow on how u fix this.

However, this csv i generated from system. So i also wondering on how to fix the issue for long time.

May i know how to change the format into readable format without the " ".

Could you share with me the workflow ?
