PDF Tools missing after Designer Desktop install

When using PDF Tools after installing Alteryx Designer we receive an error stating "R (34) Error in loadNamespace(name) : there is no package called 'pdftools". 

I found a workaround for this that involved running the R.exe and the using the following commands. 

install.packages(“Rcpp”)
install.packages(“pdftools”)

My question: We want to push Alteryx Designer out using SCCM with the PDFTools ready to go. How can we go about doing this?
