Need to add to value to row based on condition

Hi All,

I just have a input with columns named A,B,C,D & length of B. And I have empty rows below each row which has length of B = 11. Now my concern is , I want to duplicate the row value to the empty row from the row values above empty row. But while doing that so, I want cell value C to get copied to the empty cell value B. Is there any way to do this?. I have attached the input and desired output. Please help me with one
