Multi-row Formula - Horizontal condition

Dear Community, I am trying to create a horizontal condicional where allow me to group by user and in the same time the lines associated with it will receive a condition creating a extra column:

 Enclosed the alteryx workflow that I have coded but without any sucess. If you are a similar work arround please share with myself.

I think this can be made easier with a Summarize plus Join plus Formula - see attached!
