Multi Row Formula - Pasting Values up

Hi All, 

Working on a workflow, and I know I need to use the Multi Row Formula tool, but unsure how to get it to paste up as the value does not show until much later. How can I do this? 

I have attached a rough example of what I need to do, feel free to try it out and let me know. I want to have the Target field to be populated.
