Moving a secondary header row to column

Hello - I receive survey data (see Input tab) with 2 headers: Top row has a skill, second row has the name of employees being rated on that skill. I have not figured out how to get the second row to move to a column so that it appears like the Output tab. Additionally, I need to fill each skill into the blanks until the next skill. I have played with transpose and crosstab but can't quite get what I need. Any help is appreciated.

Hello @PhilipMannering  - appreciate the quick response. I am getting an error on the filter for "Provider" - did you modify the original spreadsheet? I had to replace it in your flow with mine. Thanks.

@DGR Ah, yeah... sorry. I changed the Input Data Tool configuration to say that the first row contains data...which you weren't to know.
