Can the join tool combine 3 datasets or only 2??

Have a look at the Join Multiple tool

This tool can accept multiple inputs, hence can join more than two tables. It's also worth checking the sample workflows of this tool if you right-click on it and select "Open Example"

depends on your situation, other than Join and Multiple Join, the Find and Replace Tool can sometimes be handy as well. 😁
