Input Data from csv - Select tool doesn't recognize any columns exist

I have a csv that I want to add to my workflow. when I add it to an existing workflow, "Select" doesnt see any columns. I add the same Input tool and Select to a brand new Workflow and it loads as expected. I've deleted all my temp files and restarted the application. I am running 2022.1.1.25127 which is the current latest version as of this post. 

 

Something is glitchy with the workflow behavior. This seems like a bug. Has anyone else seen this?   It may be very much my machine but I don't know what setting to look for.

Disable Auto Configure is not checked.
