i dont know mich about power bi but i think this might be the tool that you need to use.
alternativly in sumarize there is a count option that you can use
The summarize tool has the Count function as well and it can be performed based on the Group as well.
The snapshot below shows we can also choose to the method for counting.

In power query "Group by Operation", there is a option to choose "all rows" which generates a new Table, where the columns can be selected
