How to clean-up and transform multiple columns into data-base sheet

Hi,

I'm getting this ugly report from Adobe with multiple columns, totals, etc and need to transform it to a database-like sheet.

Sorry if this is basic, but I'm new to Alteryx.

1) need to remove all rows where there is NO DATE in column B (those are useless totals and subtotals)

2) need to convert multiple columns into multiple rows repeating the State / date fields
