Grouping rows by date

Hello,

I have the attached dataset (sample and expected). I'm trying to create another column called "Cycle" where it would evaluate the "Date" column and determine which cycle it falls into. 

Cycles will start over at 1 once the new year starts. Cycle remains the same if the date in the next row is the same date as above. Any idea how I can do this?
