Fuzzy Logic - Compare Strings with a common factor

Good evening,

 

I have been trying to determine how to match fields in a joined dataset with a common attribute to each set, with one set having data i want to add to the second set.  The tables each contain an account field that is common to both.  Each table contains a name field; however, that data is in various formats/layout.  The field I want to retrieve is an owner code unique to one table and not the other table. The attached Excel file provides a summary example of the tables and what I am trying to match.  Thanks in advance.
