Fixing data shifting and data in one column

Hi,

I have a data here that I am having trouble and confusion on how to fix it. Basically, the details/values are placed into one column or in the other side of column and I want it to spread it and designate each values by creating another columns.

See "Raw Data" tab for the data to be fixed and see "Expected Output" tab for the results that I wanted.

Please help me with this one please. (See attached file)
