Drag Values Across Multiple Fields

Having difficulty dragging values across fields. In the source Excel file, the "Withholding" is the value of a merged cell across F8-F14. I think I need a formula that says if the current field is null (on row 4), take the value from the field immediately to the left but can't quite get it to work. Any thoughts?

I think this is a case of pivoting and using the multi-row. See attached.
