I can often get the Download Tool to work without configuring the headers pane. At some point, however, the requests might get rejected (especially on govt. data sites especially when trying to hit a large number of URLs -- e.g. contract announcement, naval register pages, etc.). In these instances, I have found adding the headers configuration resolves the question. I was told that this helps the site think Alteryx is a browser.

1. It does not appear you need to use all the headers, but should you? If not, which ones are required?
2. Does order make a difference?

The list of required headers is determined by the target of your call. There's no definitive list that will apply to all or even most sites.
