Data Summary - by last day of month

Hello,

I am looking to summarize the sample attached data set.  I want my end result to only show each sample name by the latest fol_no by product name.  For example, for Sample 1 Butane, I only want my summary to show want to show Row 1388, as fol_no 021 is the max date, and then so on for each product name.

Any ideas?
