Creating an Aggregated Report Table

Hello,

    I am currently trying to create a custom tabular style report. I have included a screen shot of the desired output from which I used excel and pasted below. The "Benchmarks" columns (Neutral & Incentive) is a manual field in which ill need to type the percentage and no calculation will be necessary but will need to line up appropriately. 

Here is the data I have currently and have attached to this post:

 

I need to basically create a report PDF table that selects some measures such as Group A or Group B and get the rate and pair them with the custom benchmark row while others I need to group two measures like group C and Group ZZ, in which I would need to sum numerator for both, denominator for both, then get the rate. Rate is Numerator/Denominator * 100.

I also can't figure out how to to make this a table that can create the header, make the columns green and yellow for the bench marks, and export out as a PDF page.

Any help for this workflow would be much appreciated,
