Create New column based on other columns

I need help in creating a new column for a given set of rows. For all rows where Bank and Year are same, create a new column which has to pick the value in "code" corresponding to position '2'.

Please help.

It takes a few steps, but you're looking to use the Multi-Row formula primarily - it will scan across rows based on logic.

The attached should solve your example - I expanded the data a bit to test it more thoroughly.
