Copy data from one row to another row based on condition

I have an input file as below,

College	Address	Date	Student
College A	India	01-06-09	Student1, Student2, Student3

As there are multiple student names separated by comma (,) I need to copy the same data of College, Address and Date and Student like below. 

College	Address	Date	Student
College A	India	01-06-09	Student1
College A	India	01-06-09	Student2
College A	India	01-06-09	Student3

You can use Text To Columns tool.

Formulat tool is to remove the leading spaces.
