Combining Column Ranges into a single Column

Trying to figure out how to combine ranges but also concatenate when not continuous.

Range 1	Range 2	Range 3	Range 4
100-150	145-999	001-100
301-361	363-390	395	392
001-361	362-364	365-999

So the data is put into a new Column

Combined Range

000-999

301-390,392,395

000-999

I want to keep null rows. I was hoping to write a formula but couldn't think of a proper if/else statement
