Change the date and time format

Hello,

I have the data set below and need to change the date and time format. The time is in military time and would like it in standard time. The date is in mm-dd-yyyy and need it in yyyy-mm- dd

Data set: 

Checking~000000~-7910.62~44~John Smith~14:31:47~C~0.00~02-08-2022~Descriptive Withdrawal~0.00

Checking~1236578~-3236.00~1~22:18:58~C~-3.00~01-31-2022~Maintenance Service Cha~-3.00

Savings~1111111~236.23~2~Jane Smith~13:36:36~C~1362.36~12-24-2021~Deposit~1362.36

I tried to do text to column, change the format and the combine back to together but the issue I am running into is that the data sets do not have the same amount of columns. Thanks.
