Can't get JSON data source to parse

I do not know how to parse the attached JSON file.  I changed the extension to TXT just so I can post it here.

(FYI The source data is from the public US Federal Register.)

How can I parse this?   I am using a standard input tool linked to the JSON Parse tool.  I do not get any errors, but I can't get anything to output.  And, it is all there.  I can pull it up in Sublime text, albeit as a single line.

With uniocde utf-8 code page   the input data tool can read  Json file .
