Attempting to classify values into certain buckets or fields using an if statement

I am having a very tough time trying to figure out the formatting for this if statement... it keeps coming up with the error Use ToNumber(...) because the formula resulted in a string value. I a=have attempted to use the formula and I cannot come up with the correct output.

Any help is much appreciated.

 your data type is double.  Please change to vstring.
