Assigning a Status when ID is duplicated and multiple condition in another column

When a duplicate ID is found I am looking to add a new column to indicate if the status is the latest one or not. I need to keep all the data in the workflow as I will be reporting on the other statuses later on.

@tf05 one way of doing this
