Adjusting number used based on dates

Good Afternoon!

 

I have information that I'm joining from 2 sources on a specific number, the number of years the employee has been working here.

There are a handful of individuals who have celebrated an anniversary within the data that I'm working with, which means the amount of PTO they accrue has increased for 1-3 pay periods and I need to use the next year's accrual rate for those specific dates.

 

I've attached a picture of what I'm attempting to do - swap the value that is being used for the years they've worked so that it pulls the correct looked up value on the second spreadsheet.

 

What would be the best way of going about creating this calculation?
