Try this:

 

Create a new field from H where you remove the $ and change to a numerical format, using the Summerize tool group by A and sum this new field, then create column I. Append this to the first row of every instance of column A, then Union to the remaining data which excludes the first row of column A. Finally sort on Record ID, remove unwanted fields and viola!
