"Sign-up is not well configured" - is this bug back?

I just installed Connect (20.3) for a client and whitelisted a domain to allow for manual sign-up. However, I'm getting a "Sign-up is not well configured" error. Something that appears to have been a bug many versions ago. Thoughts?
