Multi row formula

I have data with three or more columns with 30 rows. I want to update col3 and row 22 which is max of values in col 3 at row 13 & 18. Also i want to update col1 row 10 with same value as in col 2 at row 25. Can anyone help on this ? Tried using multirow formula but it gives me error that variable not found.
