I used the Tile Tool and a filter for Ranking like one of the beginning solutions. Another good example and intro to the Tile Tool.

I used three simple steps.

1. Used summarize tool to aggregate

2. Used the Tile tool to rank

3. Used the select tool to modify appropriate columns
