:( Not a very clearly specified tasks. And Why would one ever use 'smartRound' 38.7 to 38.5 when 38.7 is the actually calculated value?
Also many potential criteria could be used to figure out the 'bonus question', so you can't really solve it. :(
In addition to that, the published solution is unnecessarily long when just 6 tools can do the job as shown by many others.
