Probably a little convoluted but my attempt.

My process was pretty close to the solution but I named the columns as I needed them to be in the multi-row formula tool. I also had the order switched so they matched the solution order.

I didn't use the extra formula tool - I created both columns with the multi-row tool! I created the Year data and filled the rows in the same tool
